Brief History
The current Procurement Department was established in 2003 when it became mandatory that each Public Procuring entity should have a separate procurement unit. Before then some Procurement function used to be discharged by the tender office that was under Personnel while the rest was carried out by Finance Department.At its inception the department had a skeleton staff. Currently the department has Forty Nine (49) members of staff. Procurement Department is one of the fastest growing departments of the University.The department is headed by the Procurement Manager whose main responsibility is to Coordinate Procurement and disposal activities as well as offer professional advice to the University.The department faces a number of challenges arising from the implementation of the Public Procurement and Asset Disposal act (2015) which requires strict adherence to the long bureaucratic procedures. However by and large, the University has met the requirements of the Public Procurement and Asset Disposal Act, 2015As we move forward Procurement function will continue to become more important in the management of public affairs
THOSE WHO HAVE OCCUPIED THE POSITION OF PROCUREMENT MANAGER IN THE UNIVERSITY OF NAIROBI
The late Mrs. Wairoma was the first Procurement Manager who held the position in acting capacity immediately the Procurement Department was established in 2003. The current Procurement Manager was her deputy. Mrs. Wairoma held the seat for less than one year. Following a directive from former Minister for Finance, Hon. Mwiraria, all staff in Procurement in the Public sector and in Central Government were relieved of their positions.
MR. JOHN KIMUNGA – 2003 – 2005
The late Mr. Kimunga took over from Mrs. Wairoma in 2003 when all Procurement staff were sent home following Hon. Mwiraria’s directive. Mr. Kimunga also held the position in acting capacity until 2005.
MR. HENRY BARASA- 2005 – 2008
Mr. Barasa was the first substantive Procurement Manager. He was appointed in 2005 and held the position until 2008 when he was relieved of the position.
MR. JOSEPH MOKAYA – 2008 TO DATE
Mr. Mokaya is the current Procurement Manager. During his tenure, the Department has expanded tremendously. In 2008, the staffing position was less than 20 members. It now stands at 49.
